Home Energy Assistance Program (HEAP) Print E-mail

HEAP is a federally funded program for income eligible households. HEAP provides financial assistance to low-income households in meeting their energy needs. Eligibility is based on household income and housing situation. The HEAP program is comprised of a Regular and Emergency Benefits. HEAP program guidelines, benefit levels and operational timeframes are established by the New York State Office of Temporary and Disability Assistance ( OTDA).

This year, the regular program will open on November 18th and run through February 1st 2014. Emergency HEAP opens January 2nd, 2014 and ends March 17th, 2014. Information about HEAP can also be found on OTDA’s website http://otda.ny.gov/programs/.


  • E-file at www.mybenefits.ny.gov - This is the quickest and easiest way to file an application. Anyone can E-file an application by following the simple instructions.
    • You may also print a paper application from this site effective November 18, 2013.

Those individuals seeking to file a paper application can do so through the organizations below based on specific criteria:

  • Chenango County Area Agency on Aging ( AAoA) (607)337-1770.
    • If you are age 60 and over.
  • Opportunities for Chenango, Inc., 44 West Main Street, Norwich (607)334-7114.
    • If no household members are in receipt of SNAP (Food Stamps) or Temporary Assistance (Cash Assistance).
  • Chenango County Department of Social Services - (607)337-1566
    • If a household member recieves SNAP (Food Stamps) and/or Temporary Assistance (Cash Assistance) the benefit may be automatic. If the payment is automatic, a notice will be sent explaining the amount of the benefit.
    • If some household members are in receipt of SNAP and/or Temporary Assistance and some are not in receipt of SNAP (Food Stamps) and/or Temporary Assistance you will need to complete and submit a HEAP application to Social Services. An application cannot be submitted until the HEAP season opens. This date is November 18, 2013.


Emergency HEAP Benefits are available to households who are eligible for HEAP and have an energy related emergency such as:

  • A power or natural gas shutoff
  • Scheduled to be shut-off
  • Less than ¼ tank of oil, kerosene or propane. Less than a 10 day supply of wood and coal.

Emergency benefits are in addition to regular HEAP. However, Emergency HEAP doesn't open until January.

Eligible households must have the heating and/or bill in the applicant's name.

Resources that are exempt for regular HEAP are considered in the determination for eligibility for Emergency HEAP.
