HEAP is a federally funded program that assists low-income New Yorkers with the cost of heating their homes. HEAP also offers an emergency benefit for households in a heat or heat related energy emergency.

Regular HEAP benefits assist households that pay a high proportion of household income for energy.  PLEASE NOTE no applications will be given out prior to the opening date.


  • E-file at www.mybenefits.ny.gov This is the quickest and easiest way to file an application. Anyone can E-file an application. You may also print a paper application from this site once the program opens.

  • Paper application: those individuals still wishing to submit a paper application may do so, please refer to the following to determine where you should submit your application:

    • Chenango Area Agency on Aging (607) 337-1770: for applicants aged 60 and over that are not receiving TA or SNAP

    • Chenango Department of Social Services (607) 337-1500: for applicants that are currently receiving Temporary Assistance or SNAP benefits, or are applicants under age 60 and neither they nor anyone in the household are receiving any assistance benefits.

    • NOTE: if someone in the household receives SNAP and/or Temporary Assistance, the HEAP benefit may be issued automatically. If so, a notice will be sent to the recipient explaining the amount of the benefit.

The Emergency Benefit Component of HEAP assists qualifying low-income New Yorkers who are facing a heat or heat related energy emergency and do not have resources above the established limits.

Please note that the Emergency Benefit is in addition to the regular benefit and:

  • Eligible households must have the heating and/or bill in the applicant's name.

  • Resources that are exempt for regular HEAP are considered in the determination for eligibility for Emergency HEAP.

  • A household cannot receive an emergency benefit unless a regular HEAP benefit has already been issued to them.

If you have one of the emergency situations listed below, contact the department of social services office. If the Department of Social Services is closed and you have an urgent energy emergency, please call the Chenango County Sheriff's Office at (607)337-2000, and request to have the on-call caseworker contact you.

  • A power or natural gas shutoff

  • Scheduled to be shut-off

  • Less than ¼ tank of oil, kerosene or propane.

  • Less than a 10 day supply of wood and coal.
